How to Rip Encrypted DVDs with Original Quality to Smart TCL/Samsung TVs on PC and Mac?

I am looking for a DVD ripping program for my PC running Windows 10 to convert more than 250 kids and family DVDs purchased over the years. I will be playing back on two of my 4K smart TVs by TCL and Samsung up and downstairs.

I plan to rip DVD to smart TVs in MP4, and the very smart TV DVD Ripper is needed with the following requirements:
